Of course this advanced jamming capability is not present everywhere in Ukraine hence not all bombs are being jammed. This is logical.
--> They want to destroy Russia's jamming capability because that's the only logical solution, you can't re-design JDAMs on the spot.
I've been reading a bit about GLOSNASS vs GPS and found a cool article pertaining to this, apparantly Russia has been involved in jamming GPS signals for years in certain Russian cities and other countries to a lesser degree.
https://www.wired.com/story/gps-jamming-interference-russia-ukraine/It seems they are pretty advanced in this field. I've read somewhere that Russian military vehicles are equipped with both GLOSNASS and GPS.
In that article there is a link to a website where you can track GPS disruptions around the world on a giant Google earth style map. The information is gathered by an aviation group that measures the GPS signals planes pick up and it gets updated daily.

Turkey looks similar, they are supposedly quite advanced in GPS jamming and anti jamming technology. There is some spots in Mexico as well, when I looked those up apparently they were due to the US doing some large scale tests of this type of tech.
Apparently Russia has also messed with a lot of warships this way, and uses it to hide their oil tankers. Fun rabbit hole.
