Nobody ever gets an absolute majority and once elections are done - they have to form a majority coalition to govern by compromising their programs to represent majority of interests of voters who votes them in. Probably the better system but as to why, it's because the powers that be would have no interest in changing. Think about it, if you had centralized power in a dual system why would you want to relinquish that power to a 3rd party? You wouldn't as it's dilutive of your influence.
To edit though, even that system breaks down under political pressure though. For example, look at the tank thing in Germany. Majority of Germans did not want heavy weapons flowing into Ukraine but political pressure overruled it
