Even if the Ukrainians have the expertise , which they don't I won't use them. You need to be extremely careful of leaks and potential future whistle blowing if shit goes wrong and the US pull her support.

its pretty much irrelevant who did it. honestly. USA, Russia, Ukraine, England (with Dolphins). Irrespective of who did it, and whether they ever admit to it or not, it would in no way change the future. There are sides and no one is going to swap sides any time soon (decades/centuries). Its inconvenient to know who did it which is why its not being explored.
