Maybe the MOD just doesn't have that much ammo to give everywhere what they ask for.
And every general wants to be successful, everybody wants to have lot of ammo and successes. There is no general who would say: "ok, give ammo to some other general, I dont need to be successful, I'm fine with being mediocre low-ammo army"
So there are some tensions amongst generals over the ammunition.

Incremental gains every day? The situation is critical since like 2 weeks ago. Fortunately there are some mountains, and its difficult to attack mountains, so Ukrainian defenders are standing there.
Ukrainians are defending. They are not counterattacking. When you are defending, you are slowly losing ground. Maybe Russian lost 10k extra soldiers because they had not enough ammo. We dont know that. I believe its possible.
