Even if they have proof or fake proof , first thing first they will go the sanction route. You can't take them head on unlike Iraq, furthermore they haven't taken any real action towards i.e Taiwan at the moment like how Russia have taken action on Ukraine.
But things can be gradual.

Sanctions (light ones, just to cut the crap while keeping the essential imports) and boycott communication campaigns all around the whole free world ("dont buy chinese products" etc)
Could cost CCP ghouls alot more than giving weapons to Russia... So Imho China will not deliver, won't take risk to smuggle. CIA is paying very high price for captured chinese weapons.

Juist to be clear, my post was meant to say: if the US, or a western government, accuses China of already providing arms to Russia, say a smoking gun, what action should be taken, in your opinion, against China ? what is the least that should be done and what is the most that should be done.

I answered already, and if you want some numbers i think US, EU, and rest of the free world can easily shut down 1/3 of Chinese Exports wiithout major issues, relatively quickly. After that there would have some leverage effect on the long run that could be much more catastrophic:
India or countries like Brasil would get the investments.
So: Imho CCP will not give weapons to Russia, they love money too much, this is where their moral, their soul, is going to.
They will more likely acting as friendly as they can (horrible regimes are supporting each others, it's beautiful...) while slowly eating russian economy.
