I wouldn't say collusion. Collusion implies some sort of cooperation between parties. That's what makes the content of the Trump Tower meeting so important.
We know the Russians offered dirt on Clinton. We also know the Magnitsky act was discussed. We don't know if any other specific terms or agreements were discussed, though.
But even if no deal was made and it was a nothingburger as Don Jr described it, conspiracy to defraud the United States could be on the table depending on the content and nature of the discussion between the parties before, during, and/or after the meeting.
Tl;dr: Trump's tweet doesn't do much of anything in the collusion arena, but it could have implications for conspiracy. It would probably be easier for Mueller to go after conspiracy, anyway, since conspiracy is codified into US federal law and collusion isn't.
