This is not necessarily true and gets to the real the key question right now: how strong is Russia's military? If it is the case that they have been holding back heavily so far to spare civilians or infrastructure, or their vastly superior capabilities couldn't be deployed due to logistical issues, then an eventual Russian victory would still be inevitable and sending further troops would only prolong the fighting and suffering.
On the other hand, IF Russia's military is indeed the paper tiger it appears to be right now, so that their capabilities are unable or just barely able to break the Ukrainian resistance, then sending even just a modest amount of well-equipped, well-trained troops to support Ukraine could decisively tip the war, protect Ukraine and even end the fighting more quickly (since it avoids a protracted slugfest between Ukraine and Russia).
