in war there is always those, at all levels, that will seek to enrich themselves or hurt those deemed weaker/vulnerable. therefore i dont subscrive to this "highest penalty". i accept its wartime. and shit happens in war. ultimately the world is an infinite shade of grey. if they locked up zelensky today because he has enriched himself during all this then ukraine would be a weaker country tomorrow. in life you have to accept that you wont win all battles and not all battles are meant to be won. and morality has no home here.
Inequality is as old as time no doubt but doesn't mean we should accept it. When you see 50 year old Ukrainian men being man handled in city streets and tossed into vans by their own government to be sent to die in a frozen hole against their will while some Ukrainian politicians are raking in foreign dollars buying properties in Europe, going on shopping sprees and spending the holidays abroad while the poor are dying, it's fucked up. Good for Zelensky to ban foreign travel for them even though we all know money speaks and many will end up in Spain or Portugal in a few months.
I go to a Slavic church and over the last few months we've had dozens of Ukrainian refugees come. Most are women and kids but there are some men as well. Personally I feel compassion for those men unlike some, don't think they are cowards for not fighting in a war they want no part of. Like you and I, they just want to live so why should they die for something they don't believe in? But scumbags is an appropriate descriptor for those in power there who are insulated from the actual carnage and are 'yes-man' for the war because they are personally profiteering. They for sure deserve the highest penalties. Ukrainians IMO deserve to have them being served summons and being dragged off into vans.
