I don't think it's a lack of principle. They allowed 20 fucking people debate and gave insurgent candidates every opportunity to succeed. I think their principle is to balance fairness with smoothness. Allowing Bloomberg on the stage was smart because he was polling well enough to earn triple digit delegates. If he wasn't participating in the debates, he might actually be number 2 right now. I imagine if Michelle Obama decided to run, they'd allow her to debate as well. Juan Vargas? Not so much.

The DNC's job is to facilitate a process that makes sense. Letting Bloomberg in made sense because he had significant support, and excluding Tulsi because she has pretty much no support makes sense as well. The Democratic primary's purpose is to choose a candidate who will represent the party for president, not to lift up some random Congresswoman whose next job will be at Fox News.
Bingo. Tulsi had MONTHS to garner support and the reality is that Democrats don't really like her. Sad!
