It's almost like those first world countries colonized them, extracted their resources with no compensation to the locals, violently suppressed uprisings and killed their leaders, and then used them as a dumping ground when colonialism stopped being viable.

The reason why pirating exists is because it's a very profitable venture in a country that doesn't have many sources of income. Finding a few cases of dumping doesn't somehow invalidate the reality that they are doing this for money.

Most behavior in life is driven by personal profit/benefit. Somali fishermen banding together to stop neighboring countries fishermen fishing their waters is an example of that, Somali pirates recognizing they can make 5 figures+ in a country where the average monthly income is 400 dollars a month has nothing to do with stopping dumping out of the kindness of their heart and has everything to do with making dough.
