Because no one can stop them, it's cheaper than proper disposal, and without an internationally "recognized" state, can't take anyone to court.

Red herring. The US was never part of the discussion. Santara stated "civilized countries", not United States (or the UK, Spain, Italy, or others). It doesn't have to be US dumping for Somalia to rebel against the practice.

Now, were US ships hijacked as part of the campaign? Yes. Were there opportunists who co-opted the campaign for personal gain? Highly likely. But the dumping still happened.

Well, apparently it was the big four countries of Europe, that did the dumping. Somalia's govt. collapsed in 1991, and that's when the piracy started.
The Tsunami that brought the toxic substances up didn't happen till 2004.

Far fetched? The UN did a report on it in 2005. I know exactly where Somalia is in regard to highly traveled sea routes. This actually makes it easier for the dumpers, as they can load up on a ship already carrying other goods, and when they go through the Gulf of Aden, just push it overboard. And like Santara mentioned, without a globally-recognized state, what recourse did Somalia have, from a legal standpoint?
