UBI originally means a payment which is given to everyone, unconditionally. nowadays, and also in this thread right here, it has gone on to instead refer to payments limited to a very specific group of people, potentially only to unemployed persons with a certain job background. UBI in this sense is actually not much different from the unemployment benefits in most of Europe: they provide a safety net in the event of failure, they are intended to allow existence, but not comfort.
All the really intriguing arguments in favor of a real UBI, like paying for itself by eliminating red tape, or allowing the population to tap into a higher percentage of its creative potential, would no longer apply if you just implement it as a bastardized version of unemployment benefits or structural change funds.
