Actually American NGO have been in Hong Kong since the 70s. NED cam much later.
Part of the reason is
1. After world war 2 UK have lost Economical and Military Clout in the world. They couldn't maintain Hong Kong.
2. American corporate and companies have been in HK since the 70s. After Kissinger's secret meeting with Mao in China, relationships thawed and their work very closely hand in hand.
3. USA recognized that HK was the window to China and can be used to improve relationship and most importantly trade without being in China proper itself. And the common law system and English based British system suits the Americans.
4. USA have a lot of vested interest in Hong Kong , it is not surprising that NGOs like NED etc etc have been extremely active in HK. They have business and geo political , domestic politics interest in HK.
Before this whole Taiwan as American's first island Chain due to the resurgence of China. China / Taiwan / Japan / South Korea / Philippines is basically America's first line of defense against the Soviets in the Pacific and Nato is America's first line of defense in the Atlantic and Europe.
