Russia is shelling the city cuz it's full of Ukrainian soldiers, that's the reason, not because it's annexed by Russia.

The Ukrainians shoot at them, they shoot at the Ukrainians and dumb mortar / artillery shells fall everywhere.

You should also check Amnesty International's report on Ukrainian soldiers using infrastructure which is why many buildings including hospitals and schools become targets.

Of course they (the Russians) will shell a city they claimed as their own if their enemy has military units there. It's like during WW2 Germany holding French towns and cities and allied bombers and artillery pummeling said towns. No sensible allied commander would say no don't it's 'our' land, we won't fire on the location.
