Secondly taking out critical infrastructure is a military objective in every prolonged war. Claiming that they're doing this because they can't hit the Ukrainian military is complete BS.

Looting, deporting, raping, was not brave enough: russian military failed so much they are are now down into shelling civilian infrastructures far away from battle front, in winter.
