We also did a number on them during the more recent war. I mean you don't end up with 200k dead civilians and us having to rebuild large swaths of Iraq because we were surgical about our attacks.

Surovikin has taken control of the war in Ukraine. He has seen that it is not in the armies best interest to continue an offensive war, or to hold all land taken in the initial attacks.
He is playing to the armies strengths and capability. Mainly defensive and mainly artillery battles. Whilst attacking civilian infrastructure and hoping to break the will of Ukrainians to continue resisting.
