Technically untrue. Yanukovych won the 2010 presidential election with 49% (vs 46% for Tymoshenko).

Russia today is not an open, brazen dictatorship, but it shows most signs of one. People who criticize or oppose Putin are incarcerated or die under curious circumstances all the damn time, there is no effective political opposition in parliament, the press and institutions aren't free and so on and forth.
