The sanctions put in place after the Russian annexation of Crimea in 2014 were super soft. Trade volumes with Russia still continued to go up, energy trade continued to grow, the construction of Nord Stream 2 went ahead, etc.
During the 2006-2008 timeframe, Russian officials once said that they wouldn't mind an Ukrainian NATO membership. Which was obviously a lie, but they put it out there at the time.

Oh no, how dare they suggest trade agreements with a sovereign nation; how dare they pay the outstanding bills of the country that's supposed to be kept in debt servitude to Russia?
