i think you have that backwards. if we got them to close the camps that would be a win. any promises to stop developing nukes or to hand all of them over is just North Korean lip service that we can't 100% verify. Anyone can verify the camps are still open using google earth. it's about what we can and can't trust them to do, not about what seems to have the most positive effect on nuclear proliferation. That was always a lie held in check by the fact that developing economies were developing, now the learning curve has been tipped up. Countries are getting iPhones before power grids. The world has changed, Cold war politics aren't going to work. I'd take a few million Koreans not dying in camps to them lying about giving up Nukes. Realistically the only plan they could employ and give up nukes for real would be to just become a chinese satellite. But make no mistake, China and North Korea have essentially the same motivation to nuke south korea, none.
