90% Russia did it. Two reasons.
First of all the only undamaged pipe is a sanctioned ns2 one.
Damaging older pipelines seems like a good plan for Russia to have the new pipeline unsanctioned.
Also its a good excuse to not send gas to Europe.
We all know Russia didnt send any gas lately, trying to freeze Europe, but now they dont have to answer questions "why you dont send gas".
They can now say: "we are nice people, we dont want Europe to freeze, we would gladly send the gas but the pipe is broken, not our fault".
Its good for Russia PR.

Why do they need an excuse to not send gas? The countries they would be supplying gas to are sending military aid to the country they are at war with.

Russia is being portrayed as a genocidal terror state in basically every major western media source there is, how would some positive PR about sending gas offset that? And that's assuming western media would even cover that, which I think is...less than likely.
