I'd say it wouldn't be. Even explosives exclusively manufactured by a specific and well tracked supplier aren't immune from being acquired by an agent otherwise not entitled to them, and indeed any such evidence would be extraordinarily suspicious specifically because such explosives would never be used in a clandestine operation unless the whole point of using them was to blame a power innocent of the sabotage. I'll be suspicious of any evidence at the scene which is claimed to demonstrate the culprit, no matter who is blamed for it.
