no, tony blair was held accountable and they had to change the law afterwards sothat you are allowed to sanction a prime minister for war crimes. so the next time it happens they cant use an excuse. this does not help iraq today though.
I think this is relevant, something i said before:

Personally, I view the Iraqi war as sort of logical. They wanted a stronger hold of the oil-market, and choose Iraq (sort of adversary) as a prime target. The perceived interests was there, but the execution was catastrophic.
