He argues that Kaliningrad should be returned to Germany, and estonia etc being under german sphere. Whilst at the same time Transnistria, belarus and ukraine becoming Russia proper. The idea is that forming a Berlin-Moscow axis with the French and a united Europe is far more favorable for everyone in Europe. He also argues that UK is an extraterritorial floating base of US which hinders unification of European security and economic apparatus ( I agree with this 100% ). Furthermore a united Europe would be able to hold itself against the 2 super powers (china / US) without being picked apart and destroyed by them.
There are many more ideas, but the thing is, none of this is about "slavery or good vs evil". Russia and Germany utterly failed at unifying Europe, with UK destroying NS1 and NS2 that is completely dead in the water. Remember when Merkle+Putin tried to stop the developing situation, minsk 1 and minsk 2? Europe is headed towards polarization and internal conflict, being divided and conquered by China/US.
Anyway this is my attempt at giving you some perspective, if your gonna be some monkey 13 iq then so be it. I don't like Dugin because his views are too biased btw, but they are insightful.
Basically the guy offered a small Kaliningrad to Germany, while taking 20times as much land/people to Russia.
This is a typical Russian politics.
In the end they will take these new territories, but forget about giving what they promised, they will make up some story like "our people in Kaliningrad decided to stay with Russia"

There are more countries in Europe than Russia, Germany and France.
Germany have failed their task of being European leader.
Like they made their economy dependant on a gas pipeline from Russia.
Like they shut down nuclear plants, that gave them energy independence.
Like what they spend on military? Much below NATO guidelines.
Very low, they depend on USA to protect them.
Like their ex-chancellor is now employee and friend of Gazprom.
Is this how a leader country should act in these fields? Totally not.
If you have such "leaders" in Europe dont be surprised that countries in central Europe try to build alliances with USA, at least this is a serious country that knows military is important to keep peace.
And a final question. If you only see 3 countries in Europe, and give them some kind of special status to rule the Europe, how can you expect
all European countries to peacefully unite?
Like what is your offer to people in Poland, in Spain, in Netherlands, in Finland etc?

EU is nice because it actually gives all European countries some voice, some voting power.
