Yale Researchers Cite Evidence Of 'Targeted Campaign' Of Terror By Kherson's Russian Occupiers

The team, from the Yale School of Public Health’s Humanitarian Research Lab (HRL) through a program called the Conflict Observatory, noted accusations ahead of Russia's February 24 all-out invasion of Ukraine that Moscow planned to capture or kill potential opposition figures and prominent residents in occupied areas. The report documents the detentions and disappearances of 226 individuals in the Kherson region between March and October. "These findings demonstrate a range of alarming allegations about treatment of detainees, including allegations of deaths in custody; the widespread use of torture and cruel, inhuman, or degrading treatment (CIDT); pillage from detainees; sexual and gender-based violence (SGBV); forced participation in propaganda videos; enforced disappearances; potential reprisal detentions; threats to relatives; and monitoring, tampering with, or seizure of electronic devices." The only major regional hub overrun so far in the nearly nine-month-old invasion, Kherson was recaptured by Ukrainian forces earlier this month after a surprise withdrawal of thousands of Russian troops. It was the latest in a flurry of publicly bruising victories by Ukrainian defenders over the Russian invaders. Interior Minister Denys Monastyrsky said on national television on November 18 that investigators in Kherson region had uncovered 63 bodies with signs of torture after Russian forces left.

900 Roma Forced to Move After Village Brawl in Russia

A community of about 900 Roma in Russia’s Penza region have been forcibly relocated to the Volgograd region following a mass brawl with local residents, the investigative Novaya Gazeta newspaper has reported. A mass fight reportedly broke out between residents of the village of Chemodanovka and the local Roma community, resulting in five people being hospitalized, one of whom died of stab wounds. The next day, about 1,500 residents held a rally, and on, locals set fire to a Roma house in a nearby village. Hundreds of Roma from Chemodanovka and the neighboring village of Lopatki were put on buses and moved to the Volgograd region about 500 kilometers away, Sergei Fadeyev, the head of the Chemodanovka village council, was cited as saying during a public forum with residents. “All the Roma living here were taken to the Volgograd region, where the local diaspora agreed to shelter them,” Novaya Gazeta cited Fadeyev as saying. “This was done by force. We are studying the question of the legality of their residence in our village council.” When asked by residents whether the Roma would return, Fadeyev said it wouldn’t happen soon, and likely not at all. A spokesperson for the Penza region governor denied that the Roma had been relocated by force. “The Roma voluntarily decided to leave their homes,” spokeswoman Dina Cheremushkina told Novaya Gazeta. “Where they went, I cannot say. Surely they have relatives or friends in different regions. Buses were not organized for them.”

Russians move over $30 billion out of the country since start of 2022

Russian nationals transferred over $30 billion abroad from January to September 2022 – an absolute record in the history of the statistic compiled by the Bank of Russia, state-owned media outlet RIA Novosti reported, quoting data from the regulator.

The peak remittance value was recorded in September, coming in at $6.7 billion. Analysts have attributed the surge to the announcement of President Vladimir Putin’s “partial” mobilization and a new wave of emigration from Russia. Since the start of the war in Ukraine, Russians have significantly increased withdrawals of funds abroad. In February alone, about $4.3 billion was withdrawn from the country – this figure later dropped sharply, but only due to the currency restrictions imposed by the central bank (a ban on withdrawals of more than $5 thousand per month and a ban on cash withdrawals, among others).

The regulator’s tough measures were able to temporarily curb the outflow of funds from Russia: in March, Russian nationals transferred only $1.7 billion to foreign bank accounts, while in April the figure decreased further still, coming in at $1.4 billion. May, however, saw the volume of funds growing again, totaling $1.7 billion. A sharp surge of currency withdrawals was triggered by the Central Bank loosening its restrictions – foreign bank accounts received $5.2 billion in remittances in June.
In July, Russia’s Central Bank allowed its citizens to withdraw $1 million per month, and as a result, the monthly outflow grew to $5.6 mln. In August, currency remittances decreased to $5.4 bln. The regulator has not yet provided any data on October.

At the beginning of 2022, Russians had only $30.6 billion in foreign banks, according to the Central Bank’s statistics. Thus, in less than a year, Russian citizens have more than doubled that amount: in September, there were $63.1 billion in deposits abroad. These figures do not include the transfers of funds which were not deposited in foreign banks. If they are taken into account, the outflow of individuals’ funds may be much higher.

France gives Ukraine two batteries of Crotale air defense systems, two MLRS

Ukraine has recently received another batch of military aid from France, including two batteries of Crotale air defense systems and two multiple rocket launchers.

French Defense Minister Sebastien Lecornu said this in an interview with Le Journal du Dimanche, Ukrinform reports.

"Although France's assistance is mostly associated with Caesar self-propelled artillery systems, of which 18 have already been transferred since the beginning of the Russian invasion, the list of weapons systems is much broader. It also includes Milan and Mistral missiles, about 60 VAB armored personnel carriers, HPD-2A2 anti-tank mines, protective gear in the event of the enemy using nuclear, biological or chemical weapons, and night vision devices of the latest generation," Lecornu said.
