In wiki i can read 1992 version can do 150km. So it's enough to hit the village and would be deliberately. Thus if it's a Russian made missile they could have crafted one "special" for this strike.
The only way to check this would be experts able to properly identify the missile in details and to know if it is or not the ones used by ukrainians (which have a lower range like you said, and probably others characteritics)
Ofc IF Ukrainians also have lastest 1992 version in stock they would have to bring a proof from their own side, hard to prove at this point, maybe the missile hit direction...
