Based on Rosenstein's order and the historical scope of previous Special Counsels, I'd agree that prosecuting Manafort for crimes is within their power.
However, I'd argue that the scope of Special Counsels' power is too broad. There is so much potential for abuse and partisanship, much like we saw with the Kenneth Starr Special Counsel in the 90s.
I also have a fundamental problem with Special Counsels from a separation of powers aspect. The executive branch can basically appoint its own judicial body to investigate almost anything they want with very little oversight.
So my issue with them is two-fold. I think Special Counsel investigations are highly susceptible to partisan abuse and also need some sort of check and balance by either the Judicial or Legislative branch.
