Incentivizing employers to make work schedules for their employees as predictable and plannable as possible is definitely something we should do, but a detached-from-reality ivory tower perspective will not really help achieve it.
Employers pretty much do this anyhow. Warren's promise is literally empty.
/e Generally, there's two kinds of employees. Hourly and salaried. Hourly is pretty much on a schedule, and salaried is higher paid, so the employers don't really have to make a schedule. The salaried employee works till the work is finished, for the day, or w/e.
