more like 30%, rural Russia is a sad sad place where population walks by pipes carrying oil/gas worth trillions and have no plumbing/gas connected to their homes. All a byproduct of thieving regime whose main and only real objective was to loot all they could while imitating "progress".
Main reason for these military adventures is to cover all those thefts up combined with Putins "little man syndrome and malignant narcissism", much easier to keep population from rioting if they are being told "of outside enemy" who want to come and make them homosexuals and take natural resources (that the general public never get their piece of from anyway and are being sold to said outside enemies/China non-stop).

Turkey as well didn't abstain this time around despite growing economic relations with Russia

China voted against, was 50/50 but wouldn't be surprised if it abstained
Other Banana republics/oppressive regimes without human rights and Belarus which is just Russian external province now no surprise
