From what Ive seen/read, the majority of Ukrainian troops are still outside Kherson, the ones in the city are Ukrainian special forces. Right now the Ukrainians are being cautious and have to deal with a lot of booby traps left behind. Also, many Russian soldiers were left behind, and some may resist. Ukraine also doesnt want to use their artillery at the city- they prefer to force the enemy to retreat and hit them hard when they do that.

The Russians claim 30K soldiers were evacuated, but I doubt that is true. They messed up the retreat and there have been reports that many were drowned during the retreat. The fact that their most elite troops failed to hold Kherson (despite knowing well in advance that the Ukrainians would attack) means that the Russians are in very big trouble.
