Four deaths in a crowd crush shows a lack of competency on the part of the police and their inability to maintain civil order.
Police have a responsibility to stop riots in progress, to protect the lives of those rioting as much as the public or institutions targeted.
The police simultaneously underreacted when they could have averted the stampede, and overreacted when faced with an unarmed rioter breaching a door.
Both go as examples of failures of law enforcement response, piss poor proportionality and bad leadership.
