This is a situation where two things can be true at the same time. Maybe nuclear war was closer than ever, because Trump has turned up the temperature, and perhaps that(combined with the sanctions/diplomacy) is bringing Kim Jong Un to the table.

Bush turned up the temperature as well though, and it didn't work out. As Trump says, we'll see what happens.
