This update from the UK would have made sense maybe a month ago, but certainly not today. There's been several instances this past week of Russian forces committing to offensives of their own along the Svatovo-Kreminna line, in addition to constant bouts of progress in and around Bakhmut.
As always, these sorts of pronouncements aren't meant as a realistic assessment of the situation, but as an inwardly directed propaganda campaign. It's not a coincidence that the UK MoD is talking about severely undermanned and pitiful Russian lines on the same day that Russia announces that their partial mobilization is complete and that some 80,000 soldiers have already made it to the front.
