Iraq was more developed and wealthy than ukraine since the 1980's, before 1991, and after the sanctions ended. Even today the gdp per capita is higher. Ukraine suffers from a demographic split, and this split will increase. Libya is another example, which was homogenous, super stable, and had a historical gpd per capita 3-5 times higher than Ukraine.

Iraq was a dictatorship shithole, where 40,000+ where killed every year by a regime just cause. GDP only pertains to official figures, seeing how Ukrainian economy is 60-70% in gray area thus not appearing on official stats.
Libya same thing, centralized dictatorship government and lots pf people pretty much starving away from the 2-3 big cities or leading rural feudal lifestyles.
