secret ballot means anyone that votes, will not be sanctioned by those negatively effected by the result, or where the result is not aligned to a superpowers global interests, noting superpowers hold grudges and will sanction those that vote against their wishes.

i still disagree with you on the US military readiness however, (I think they are highly skilled/experienced/you dont) but this is largely semantic's right now.
