They may want to preserve some center areas/cities, while sending people from distant sub-lands ? Those from very poor regions of Russia.
Well in 45 minutes you will know, i'm not sure it's that important, except if they apply martial law to prevent a national revolt or protests.

Not true, "partial" mobilization mostly affected citizens of high-populated areas, ie Moscow and St Petersburg and their oblasts respectively.

this is an isolated incident to my mind. Has Ukraine been bombing sites in mainland Russia since March of this year ? I am not seeing this anywhere. Just to put it into context:

This is a video where it is discussed to Bomb Russia as a "strategy" to end the war. I completely disagree with this point but it is at odds with your assertions that this has been happening since march. The reason why the US has not provided Ukraine with longer range weapons is because they fear this will encourage Ukraine to strike directly at Russia, and that this may escalate the war beyond a point which the US could control.

Do you think it's representative, maybe because there are more people in number in the areas you are talking about ? Are some people able to bypass the mobilization with corruption or position ?
What i saw on some website news here is that people from distant lands (ie east of russia) were also involved, very poor regions of russia.
