there is a hierarchy. God is God, then arch-angels, then lesser angels. Then down from Heaven to Earth. The higher earthlings are the kings, and they have a hierarchy bellow them.
The Christians actually don't have an arch-angel, but Jesus himself. He is the son of God. He sits in Heaven to God's right side. Down the hierarchy, there are Jesus's saints. The saints are still in Heaven. And Jesus has kings on earth: The Pope and the other leaders of Christian cults. Jesus's kings have bishops, who have pastors, who lead the sheep.
Rebelling against a commander will get you punished, of course. Maybe those arrested will see the error of their ways. Then a commmander will do something. Maybe even God, who can indeed assign them to a different arch-angel.
