There was a big wave of pressure on Mueller and republicans pushing to end the special counsel as either being unproductive or a fishing expedition off on some wild tangent... and then he issues a bunch of indictments against russians. It was very politically convenient to him to posture, but accomplished nothing. Or actually might come back to bite him in the ass with the russians trolling him on concord, if they get as far as discovery.
I don't know how obvious that is. We have an interest in deterring this stuff, whether it be Iranians stealing all that information or Russian nationals meddling in our election. Bringing this behavior to light(through indictments) is a way to deter it.
I suppose it's possible that Mueller focused on getting those indictments out quick because of political pressure... but that's different from saying the indictments would've never been brought if there wasn't a political effort to undermine him.
