I don't think it's that unusual for the DOJ to indict people who won't be extradited. I recall some months ago we indicted some Iranians for cyber crimes. There's always a chance we can catch people traveling. And I think if the Russia investigation wasn't being run by Mueller, DOJ still would've indicted those Russians.
I think it's more about showing the American people and Russian government that we know what those individuals did in 2016, and there are consequences. The Trump administration sanctioned those people.
