I think if anything all it demonstrates is that Mueller & Co feel more threatened by the political pressure of the Trump cult and needed desperately to argue for their own existence, otherwise why bother with indicting russians that will never get touched?
If the Benghazi probe had indicted 13 libyan goat farmers involved in planning the attack, it would have been a farce.
The only really tangible effect of spamming those indictments was political

I don't think it's that unusual for the DOJ to indict people who won't be extradited. I recall some months ago we indicted some Iranians for cyber crimes. There's always a chance we can catch people traveling. And I think if the Russia investigation wasn't being run by Mueller, DOJ still would've indicted those Russians.

I think it's more about showing the American people and Russian government that we know what those individuals did in 2016, and there are consequences. The Trump administration sanctioned those people.

yeah but the trump administration was rather obviously posturing by indicting those iranians. That announcement was blatantly political and they even hyped it up. Because of the Iran deal
There was a big wave of pressure on Mueller and republicans pushing to end the special counsel as either being unproductive or a fishing expedition off on some wild tangent... and then he issues a bunch of indictments against russians. It was very politically convenient to him to posture, but accomplished nothing. Or actually might come back to bite him in the ass with the russians trolling him on concord, if they get as far as discovery.
