Again, I don't buy it. Russia has domestic chip producing capacity, and all I've seen is
assertions by "Russia experts" who've been wrong about issue after issue during this war.

And? They weren't trying to occupy Kiev. They didn't even attempt to make a push into the city, they just sat on the outskirts exchanging artillery fire with the AFU.
Everything I've read about the standard amount of force required to take and hold a city suggest that Russia would have needed 10-20 times more troops near Kiev.
