It was a bipartisan coalition which passed the civil rights act. Look at the vote tallies, without Republican crossover support, the pro-Civil Rights Act Democrats had no majority in either the House or the Senate.

And let's not forget that the spirited effort of the Republican predecessor to the Kennedy/Johnson administration was crucial for desegregation efforts and for giving the civil rights movement more momentum. At the end of the day, Democrats simply dont deserve sole praise for the Civil Rights Act. They were just as much a part of the problem as they were a part of the solution.
