And no, Putin is not talking about using nukes in Ukraine. Read what he actually said in that address, it's on the official transcripts page of the Kremlin website.
It is the policy of Russia to consider the use of nuclear weapons in the defense of Russian territory.
Quote (Vladimir Putin himself)
"In our concept of nuclear weapons use there is no preemptive strike⦠Our concept is a retaliatory-offensive strike [otvetno-vstrechny udar]. For those who know, it's not necessary to say what that is; for those who don't know, I'll say again: This means we are prepared to, and will use, nuclear weapons only when we are convinced that someone, a potential aggressor, is attacking Russia, our territory."
...and after the sham elections, that is exactly what Russia will claim the conquered territories are: their territory.

I do not agree. It's a statement that the US needs to take Russia's nuclear doctrine seriously, and give up the fiction that the US can use a nuclear weapon against Russia and not face a nuclear retaliation.
And of course, threatening to respond to Western nuclear attacks with a nuclear retaliation means, in the Western media, that Russia is threatening the West with nuclear war. ^Santara likes to play little games making long grasps at 'Freudian slips', you'd think he would have picked up on this one where Western media basically says that it's not really a war if it's not killing Euros and Anglos.
The West isn't threatening Russia with nuclear attacks. The West is however promising severe retaliation if Russia uses nukes against Ukraine.
