That Trump did not have a fleshed out distribution plan for the plentiful vaccines he had secured is kinda irrelevant in the grand scheme of things. That's an oversight which could easily be fixed later, while a failure to order enough vaccines early enough cannot be compensated later on, as evidenced by the EU.
To sum it up, the Trump admin got far and away the most crucial job (procurement) right and then slacked off on a far more easy task which wasnt nearly as time-critical (developing a distribution plan), and which they presumably only bungled because Trump had lost the election. Had he been reelected, distributing the vaccines would have made him look good and allowed his precious economy to get started again. It seems safe to assume that he would have appointed some sort of "vaccine czar" to take care of business.
