The main consequence of accepting these two oblasts into Russia isn't about nuclear weapons, it's about greater levels of mobilization and less restrictive engagement.

All this talk about nukes is silly, and hinges both on Russian leadership not being rational and on ignoring that Russia has a large policy space to escalate this conflict conventionally.

Almost seven months after Russia's invasion of Ukraine, four areas under Moscow's control have announced plans for urgent so-called referendums on joining Russia. Russia's invasion has stalled in recent months and Ukraine has recaptured swathes of territory in the north-east. Now Russian-backed officials in the east and south say they want five-day votes on annexation starting this week. Russia annexed Crimea in 2014, after a vote widely condemned as a sham. The international community has never recognised the annexation, but it has long been clear that Russia intends to rubber-stamp its takeover of other occupied regions in the same way. Ukraine's Foreign Minister Dmytro Kuleba said that "sham 'referendums' will not change anything". The deputy head of Russia's Security Council, Dmitry Medvedev, said early on Tuesday that holding votes in the eastern regions of Donetsk and Luhansk - also known as Donbas - would correct "historical justice" and be irreversible: "After the amendments to the constitution of our state, no future leader of Russia, no official, will be able to reverse these decisions."

Soon afterwards the two breakaway Russian-backed authorities in Donetsk and Luhansk said they would stage votes on 23-27 September. They were both recognised as independent by President Vladimir Putin three days before Russian troops invaded Ukraine from north, east and south. Russian-installed officials in the southern region of Kherson said they would also hold a vote, and a similar declaration came from Russian-occupied areas of Zaporizhzhia. Russian state media claimed people would be able to vote in person or remotely. For months, Russian-installed authorities have tried to hold self-styled referendums. There was never any hope of a free or fair vote, and the continuing war has made it impractical even to try to annex areas not fully under their control. Ukraine's counter-offensives have made that harder still. While most of Luhansk has been in Russian hands since July, on Monday the Ukrainian leader in Luhansk announced that the army had recaptured the village of Bilohorivka.

Much of Donetsk remains under Ukrainian control, although Russia has seized the coastal strip along the Sea of Azov. Although Russian forces quickly captured Kherson at the start of the war, Ukrainian forces have regained some territory and Russian-installed authorities have faced repeated attacks. Earlier attempts to hold a vote there were postponed. Much of Zaporizhzhia is still under Ukrainian control, including the regional capital of the same name. Even though the 2014 vote in Crimea was widely rejected as illegal, and boycotted by a large number of residents, Russia's military were in control of the peninsula. Ukrainian forces are not far away from the city of Donetsk and on Monday the Russian-backed mayor accused them of shelling the city, killing at least 13 people. Any attempt to further annex sovereign Ukrainian territory is bound to infuriate leaders in Kyiv and destroy any hope of a negotiated solution.

Ukrainian defence ministry adviser Oleksiy Kopytko suggested they were a "sign of hysteria" in Moscow. President Volodymyr Zelensky said on Monday night "the occupiers are clearly in a panic". Respected Russia analyst Tatiana Stanovaya saw the latest move as an "unequivocal ultimatum" from Russia to Ukraine and the West. She said that if they did not react appropriately Russia would fully mobilise its armed forces for war. Annexation would give President Putin the right, as he saw it, to use any weapons to protected territory deemed by Moscow to be Russian. There have been growing calls from some quarters in Russia for full mobilisation of the armed forces. President Putin still describes the invasion as a "special military operation". In a sign that the Kremlin was preparing to back the so-called referendums, Russian Foreign Minister Sergei Lavrov said that from the start of the operation Russia had wanted residents to have the decision: "The whole current situation confirms that they want to be masters of their fate."

The change in mood comes only hours after Turkey's President Recep Erdogan said Mr Putin was looking for a way out of the war. "He is actually showing me that he's willing to end this as soon as possible," he told US network PBS. He suggested 200 "hostages" would soon be exchanged between the two sides, but gave no further details. Pro-Kremlin state TV editor Margarita Simonyan has backed what she calls the "Crimean scenario" of immediate votes, arguing they will enable Moscow to threaten Nato with retaliatory strikes by "untying Russia's hands". In a separate development, Russia's lower house of parliament, the State Duma, backed long sentences for crimes committed during military mobilisation or combat, including going absent without leave (AWOL), desertion and voluntary surrender.

Russia still winning and that's all that really matters. Luhansk and Donetsk about to join Russia in response to terror shelling finally. What an irony that the American M777's and HIMARS are being used almost exclusively to massacre civilians that have rejected the junta.

Truly bringing democracy to Ukraine indeed.

This doesn't really change much on the ground as far as the war but it's a signaling mechanism that the Russians really don't intend to give back those regions as part of some peace negotiation. Also if those regions join, the people there will naturally receive Russian passports, pensions, etc. further separating them from Ukraine. I was skeptical of Ukraine holding their territorial integrity but after this even more so.

So anyways, to get this thread back on topic.

It seems the frontline has largely stabilized. There are some areas where Ukraine is still making slow progress, some areas where Russia is making progress. Bakhmut is under threat but it seems unlikely to fall to Russia, surely Ukraine is going to heavily reinforce this. The flooding of the Ingulets continues to pose problems for Ukrainian massing in prep for attacks.

Russia is attacking more power plants, specifically targeting the ancillary parts and not yet punching holes into the actual cores of these facilities. Many people are now saying that Russia is preparing to 'upgrade' this conflict to a less restrictive "counterterrorism" designation, in order to commit more of their forces to Ukraine. Who knows, Russian incompetency and box-checking knows no bounds IMO.

On the Home Front, things are deteriorating. In addition to the catastrophe of non-ferrous metals production I've linked to before, we now know that at least 14 steel mills throughout Europe have shut down at least some of their blast furnaces due to high energy prices. European authorities have been steadfast in saying that they can make it through winter with modest 10% reductions in energy use, but are simultaneously seeking to subsidize gas bills for home use, which will ensure that the cuts to energy use comes from industry. We're already seeing Germany attain net-importer status, so that's pretty troubling.

Russia is winning with their strategic routing in Kharkiv, all the way back to the Oskil River (and beyond). Running away is all part of Putin's master plan, isn't it?

I kind of think this will happen. If this is Russian territory then they could deploy way more troops which can protect Russia.

I'm not saying the orcs won't call for greater mobilization, especially now that they're on their back foot. But it won't be over some bogus rigged vote.

M777's were used to slaughter more than 20 civilians in donetsk yesterday.

How does it feel to know that US made artillery systems - from a military you served in - are being used by fascist genocidal neonazis in Ukraine to commit mass murder on a daily basis?

The sooner Ukraine is partitioned and ultimately swallowed up by its neighbors - Russia, Poland, Romania - the better. Everyone can get a slice of the pie. Such a "country", where the entire national identity is based around the slogan "Death to enemies" and "Slava Ukraini", and where the national mindset is one where mass genocide, murder, mass rape, torture, execution of anyone who disagrees even slightly, etc, is the norm and commonly accepted among the populace - does not deserve to exist. Ukraine is a failed state and it failed because the Nazis not only took it over but successfully spread their vile hatred to a significant percentage of the population.

A country based on nothing but hatred is not viable. Ukraine is finished. Doesn't matter how long it takes, the grave has already been dug and Ukraine has nowhere else to go but down into the ground.

In the end they will have the US, Europe, but mostly themselves to blame for this...

This bogus vote isn't for the western sphere. They basically want to annex those places as their own in their own eyes and anything outside as foreign. If something foreign strikes lands insight their sphere of influence, they can respond with everything they've got including full mobilization. In practical terms, they are going to carpet bomb, destroy infrastructure and supplies without regards to the civilians in the places outside of "their influence". That's the next escalation level.

My condolences to the civil Ukrainian populace. Nothing good is going to come out of it.
