Back to your question, I guess he's referring to videos of chinese skyscrapers filled with people that were forbidden to leave buildings. Workers were sealing entrances to the building and drones with prerecorded messages were flying around saying something about safety and necessity of isolation.
Food was brought every day through ground floor window and left on hallways distributed by numerical system around the building to prevent meeting anyone.

Again, I asume thats what he's referring to as its the only thing that crosses my mind and that I personally know of. I could however be wrong
