1. In those parts, Russian ethnicity is the majourity.
2. They don't forbid anyone learning or speaking Ukrainian.
In parts controlled by Ukraine:
1. Speaking Russian is forbidden.
2. Russian speaking minorities are mistreated.
The only truth on both sides is both brainwash children with "their" version of history and identity.
