in the sense that some information from the amnesty report is correct, but it doesn't make sense in a war.

of course an army will hide its assets in villages cities and so on. there is no logic in having your assets in the middle of an empty field.

for any military commander, the death of civilians is a loss, but he will always prefer civilians dying instead of his troops.

so if amnesty says the ukranian army has hidden some of its military in cities and villages, it's factually correct, but what else could the ukrainian army have done?

we can also add that russia seems to go out of its way to bombard civilian targets that have or don't have ukrainian army nearby.
