Great hunger was because soviet union as a project was insufficient and a failure. It wasn't purposeful, there was nobody going around thinking how they can kill random people. There was no evil plan or anything silly like that.

Not random people, but people, villages, towns that didnt love the communistic government and didnt want to give what they had.
Its possible that USSR leaders wanted to kill some less people, and killed 3 times more because of the mistake.
