Not random people, but people, villages, towns that didnt love the communistic government and didnt want to give what they had.
Its possible that USSR leaders wanted to kill some less people, and killed 3 times more because of the mistake.

Well, this is fake news.
Poland used horses, but we used them as a mobile infantry.
Cavalry moves on horse, but fights on their foot - that was the instruction.
Also cavalry units had antitank weapon and artillery. In one of the battles cavalry destroyed 100 german tanks.
And horse has some advantages as unlike cars it doesnt need roads.
