Given that diplomacy and national security come from the public sector, I'd expect those positions to be filled from previous administrations. That's just common sense. Treasury is where you can be more flexible (Wall Street, Fed, Academia, etc.) and Biden chose someone who was not part of the government (though she was part of Clinton's Council of Economic Advisors).
