Not sure if serious. He's saying there were people there who weren't white supremacists protesting taking down the Robert E Lee monument. He disavowed the white nationalists and neo-nazis before and after that.

Every single person there was complicit in it. There is not a single one of these so-called "not white supremacists" who tried to stop the Nazis from killing others. Not a single one stood up and tried to stop the violence. They are all complicit. They are all guilty.

Lets try a very slow thought experiment: How many alt-righters were present open carrying long rifles? How many people were shot? How many members of the rally had any opportunity to physically prevent the car ramming attack as it occurred?
