If you look closely, it is the places with comparatively low total infections per capita since the pandemic began which have the highest case load right now: Germany, Austria, Switzerland, Netherlands, Greece, Norway, Scotland, Portugal. All those places instituted hard lockdowns at some point after the summer of 2020, harder ones than their neighbors.
England, Italy, Spain, France and Belgium had a higher case load in the past, as did Eastern Europe, Denmark/Sweden and the Balkans.
Imho, the countries which suppressed infections harder in the past are now having to play catch up.
